You might consider the city of Budapest, divided by the Danube River into two distinctive cities--Buda and Pest--to be essentially one large World Heritage Site.
Eschew the tourist crowds and head to Buda Castle and Liberty Statue. Next up on the itinerary: get a sense of history and politics at Hungarian Parliament Building, contemplate the long history of Fisherman's Bastion, admire the masterpieces at Hungarian National Gallery (Magyar Nemzeti Galeria), and admire the striking features of Matthias Church.

Rome, Italy to Budapest is an approximately 6-hour flight. You can also drive; or take a train.
